        <![CDATA[<p>VANCOUVER - Premier Christy Clark announced more than $584 million to seismically upgrade 45 high-risk schools today, marking a significant milestone in government's commitment to student safety.</p>
<p>"Absolutely nothing is more important than keeping our kids safe. Today we're two-thirds of the way to meeting our commitment to seismically upgrading all high-risk schools in B.C.," said Premier Clark. "This investment means parents sending their kids to 45 more high-risk schools know they will be able to withstand a major earthquake." </p>
<p>The School Seismic Mitigation Program is an ongoing program to address all high-risk school buildings. With these 45 new projects, a total of 213 schools have either been completed, are under construction, are proceeding to construction, or have been supported through the program. That leaves 102 high-priority schools to be addressed. </p>
<p>"It's a significant challenge to upgrade each and every high-risk school throughout British Columbia, but the progress we've made so far is fantastic," said Education Minister Don McRae. "Leading experts in this area continue to seek information on our work, our research on seismic safety, and we take great pride in knowing our innovations are being used to keep kids safe both here and across North America."</p>
<p>First launched in 2004, the School Seismic Mitigation Program is backed by leading B.C. engineers and geoscientists who designed new guidelines for seismic safety in schools based on the latest research from major earthquakes around the globe. In 2010, these experts used these guidelines and new assessment tools to conduct a comprehensive reassessment leading to a more accurate picture of seismic safety risks in B.C. schools.</p>
<p><b>Quick Facts:</b></p>
<ul>
<li>The 45 projects announced today will create an estimated 3,700 direct construction jobs across the province over the life of the projects.</li></ul>
<ul>
<li>Including today's announcement, since 2001 government has spent or committed $2.2 billion to seismically upgrade or replace 213 high-risk schools. It is anticipated it will cost a further $600 million to address the remaining 102 high-risk schools in the province. </li></ul>
<ul>
<li>There are 37 school districts located in high seismic zones throughout the province.</li></ul>
<ul>
<li>The $584 million will be distributed over a three-year spending envelope; individual projects within this envelope will receive final approval to proceed to design and construction after the school district confirms the scope, schedule, budget and risks for the project.</li></ul>
<ul>
<li>The estimated funding over the three years is:</li></ul>

<li>The seismic retrofit guidelines developed by B.C.-based experts have been reviewed by international experts in California and at the Federal Emergency Management Agency (FEMA), earning the Canadian Society of Engineers Excellence in Innovation in Civil Engineering Award in 2010. The guidelines have helped shape FEMA's own regional guidelines and policies.</li></ul>

<li>Including the School Seismic Mitigation Program, since 2001 government has committed more than $4 billion to school capital and maintenance projects throughout B.C. </li></ul>
<ul>
<li>During this time, the government has spent more than $2.4 billion to complete 96 new and replacement schools, 131 seismic projects, 151 additions, 27 renovations and 25 site acquisitions across B.C. </li></ul>
<ul>
<li>All new and replacement schools have been constructed to meet the latest seismic standards.</li></ul>

        <![CDATA[<p>PRINCE GEORGE - To address labour market challenges in the solid wood sector, Premier Christy Clark and forestry sector leaders today committed to working together to identify and address the industry's skilled workforce needs and more on-the-job training for British Columbians.</p>
<p>"British Columbians should be first in line for B.C. jobs, both today and in the future," said Premier Clark. "That's why we're committed to building a skilled workforce throughout the province - so important partnerships like this one will help ensure training programs reflect and meet industry demand." </p>
<p>In 2011-12, a Solid Wood HR Committee, developed through the Resource Training Organization, produced a labour market needs case study that suggested that over the next five years, employers in the solid wood sector can expect to hire close to 1,300 new workers each year to meet employment demand. Skilled trades are expected to be the most challenging gaps to fill. Government invested $170,500 through the Canada-B.C. Labour Market Development Agreement (LMDA) to support the project. A skilled trade demand projection report by occupation, company and region over the coming five years was also completed. The new partnership supports the work that has previously been done to identify needs within the sector and the implementation of priority recommendations. </p>
<p>"With nearly one million job openings expected in B.C. by 2020, government is committed to working with industry leaders to ensure that British Columbians are ready for the many opportunities coming our way," said Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour Pat Bell. "This partnership, once finalized, will help create an action plan for the solid wood sector that will help address labour shortages through appropriate training programs and other supports."</p>
<p></p>
<p>Government and industry are committed to finalizing a new provincewide labour market partnership for the solid wood sector by June 2013. To support this partnership, government is also providing $5,000 for a solid wood sector Labour Market Partnerships agreement with the Council of Forest Industries (COFI) to develop a terms of reference on how best to implement the key recommendations from the recent Solid Wood HR Committee project. </p>
<p>"Forestry, a cyclical industry, is again in an upswing. Lumber prices are at their highest levels in over seven years," said Minister of Forests, Lands and Natural Resource Operations Steve Thomson. "It's important we have the skilled workforce to meet the increase in demand."</p>
<p>COFI works with governments, communities, organizations, and individuals to ensure that forest policies in B.C. support the forestry sector and those who are dependent on the sector for business income or family supporting jobs. COFI works within the national and international Canada Wood partnership to improve access to markets in B.C. and overseas, including Japan, China and Korea.</p>
<p>"Having a skilled workforce engaged in the processes behind our diverse range of products provides our industry with a competitive advantage," said Nick Arkle, chair of COFI. "This commitment from government to work together on programs to maintain and enhance the skills of workers will be central to not only taking advantage of rebounding markets but in taking advantage of new product opportunities."</p>
<p>In 2012-13, the $280-million LMDA budget is being used to provide employment assistance services, job-creation partnerships, labour market partnerships, self-employment, skills development and targeted wage subsidies programs. Under the BC Jobs Plan and BC Skills and Training Plan, government is actively working to ensure that British Columbians have the skills they need to be first in line for jobs in the province through an investment of $75 million for new capital and equipment to complement $500 million in annual investments in employment and skills training programs.</p>

        <![CDATA[<p>VICTORIA - Premier Christy Clark today announced that government is investing $8.4 million to build new markets for B.C. wood products at home and in major markets around the globe, including China and India.</p>
<p>"Diversification means better protection for B.C.'s economy - that's why your government has worked hard to diversify our export markets over the past decade," said Premier Christy Clark. "This approach has paid dividends. During that time, our wood exports to China alone have increased by 3,500 per cent to $1.4 billion in 2012, and become a significant driver of economic activity and job creation here."</p>
<p>"Our Government is pleased to be working in partnership with the Province of British Columbia to grow markets for Canadian wood products and secure jobs in forest dependent communities," said the Honourable Joe Oliver, Canada's Minister for Natural Resources. "Through the Expanding Market Opportunities Program, we are helping Canada's forest industry expand export opportunities in traditional as well as emerging offshore markets, such as Europe, China, India and the Middle East."</p>
<p>Nine associations, which operate market development programs in China, Japan, South Korea, the United States and other major markets, will receive $6.0 million from the Province for international market development. Those associations include:</p>

<p>"We have to continue building and maintaining our international markets," said Minister of Forests, Lands and Natural Resources Steve Thomson. "This is because sales overseas help keep our sawmills open and protect the thousands of jobs that depend on B.C.'s forest economy."</p>
<p>The remaining $2.4 million is for B.C.'s Wood First program, which promotes the use of wood as a preferred building material in mid-rise and non-residential construction, and advances B.C.'s reputation as a global leader in wood innovation. </p>
<p>Funds are being distributed through Forestry Innovation Investment (FII), the Crown agency responsible for developing and diversifying markets for B.C. forest products. Since 2003, FII has been partnering with industry and the federal government to grow the markets for B.C. wood products internationally. </p>
<p>"The partnership between the Province, industry and federal government has been very effective at building a market for B.C. wood in China and other growing economies. It's also a good deal for taxpayers because for every dollar the Province invests, it generates $2.80 of activity through matching dollars," said Pat Bell, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour.</p>
<p>Since 2003, FII has established a major presence in China, with an office in Shanghai. In 2012, FII opened an office in India to pursue emerging opportunities to export B.C. wood products there.</p>

<p><b>B.C.'s Forest Renaissance; a Growth Industry</b></p>
<ul>
<li>From 2011 to 2012, forestry jobs increased from 53,400 to 56,400 - a six per cent increase and more than triple the increase for all other sectors.</li></ul>
<ul>
<li>Lumber prices for the past two months are at their highest levels since fall 2005, and analysts predict B.C. is heading into a supercycle.</li></ul>
<ul>
<li>In 2012, the total volume of B.C.'s lumber exports worldwide was 5.9 per cent higher than in 2011, and the total value of those exports was up 9.7 per cent. </li></ul>

<li>In 2012, the volume of B.C.'s lumber exports to the U.S. was up 11.3 per cent from 2011 and the value up by 25.2 per cent.</li></ul>

        <![CDATA[<p>TERRACE - Government is investing in a $6.8-million partnership with the BC Construction Association (BCCA) to expand the Job Match program so more unemployed British Columbians can get back into the workforce.</p><p>"There are lots of ways to make a difference in someone's life - but one of the best is ensuring they have the support and skills they need to be successful in the job market," said Premier Christy Clark. "Despite challenging economic times, we are committed to further building its partnerships with industry leaders to deliver training and provide supports that give people the best possible outcomes. That's an investment worth making."</p><p>Job Match, which first launched as a $2.6-million pilot in the northern B.C. in July 2012, focuses on matching unemployed British Columbians to jobs in the construction industry. Since its launch, more than 325 workers - mostly northern residents - have successfully transitioned to jobs in the construction sector, exceeding the initial target of placing 250 people by March 31, 2012.</p><p>"Government is committed to building a skilled workforce in B.C. and Job Match is just one of many programs we're offering to help unemployed people find good jobs," said Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour Pat Bell. "With more than one million job openings expected across the province by 2020, we're focused on ensuring that people are prepared for the many opportunities coming our way."</p><p>In 2013-14, Job Match will place approximately 1,250 people into construction jobs throughout B.C. Under this new agreement with government, BCCA will be expanding Job Match services over the upcoming months to communities across the province where demand for jobs in construction are highest, in addition to continuing in the original pilot communities of Kitimat, Prince Rupert, Dawson Creek, Fort Nelson and Fort St. John.</p><p>"The BCCA has unique expertise and a long track record of helping construction employers connect with skilled and motivated job applicants," said BCCA president Manley McLachlan. "The Job Match pilot proved conclusively that there is a demand for this service from both the employer and employee perspective, and as new construction projects ramp up across the province we expect to play a pivotal role in recruitment efforts."</p><p>While many of the individuals participating in Job Match are former income assistance or employment insurance clients, any unemployed British Columbian is eligible to participate in the program. The program provides unemployed people with individualized supports, including skills training, post-employment coaching and other supports that empower participants to access sustainable job opportunities in the construction sector in their regions. In addition to helping people find and keep jobs, the program also helps improve economic productivity in the province, address skills shortages in certain geographic areas, and reduce the dependence on income and public assistance.</p><p>Job Match is being funded equally through the Canada-B.C. Labour Market Agreement (LMA) and the Canada - B.C. Labour Market Development Agreement (LMDA).</p><p>Job Match supports government's February 2012 budget commitment to match unemployed British Columbians to jobs. In addition to programs and supports offered through the LMA and LMDA, government is actively creating awareness and encouraging people to consider careers in the trades and technical occupations through a further investment of $75 million for new capital and equipment under the Skills and Training Plan. This funding complements $500 million in annual investments in employment and skills training programs under the BC Jobs Plan.</p><p>Today's announcement is part of BC's agenda for families.         <![CDATA[<p>VICTORIA - Premier Christy Clark today announced that students throughout B.C. will have increased access to regional training opportunities as a result of $7 million in one-time funding to 19 post-secondary institutions.</p>
<p>"Our skills and training plan is about training British Columbians for jobs that exist and this investment will help ensure training opportunities match industry," said Premier Clark. "This funding will help our regions grow and ensures that students and current and future employers have the opportunities they need to fill the jobs that are available today."</p>
<p>The regionally targeted skills training funding, which comes through the Canada - British Columbia Labour Market Development Agreement, will allow the individual institutions to target specific short-term training that is needed to meet the labour market needs of industry in their region. Possible examples of training could include introduction to trades, forestry boot camp, mining fundamentals and automotive technician foundation training. Institutions will determine specific seat and program allocations over the coming months.</p>
<p>As part of the overall funding, $1 million is being provided to support short-term training that aligns with the outcomes from the Regional Workforce Tables. Additionally, $900,000 is being allocated to support short-term training related to the activities of B.C.'s Centres of Training Excellence. </p>
<p>"A key part of planning for future labour market needs is to make the right connections between government, industry and institutions so they can work together to identify and deliver training that matches labour market needs," said Ralph Sultan, Minister of Advanced Education, Innovation and Technology. "This funding will help provide targeted training and give students access to specialist expertise that will provide them with strong, marketable skills that are in demand in their part of the province."</p>
<p>The establishment of Regional Workforce Tables is a key commitment under the BC Jobs Plan and has successfully brought together regional knowledge and expertise to determine how to effectively align regional training to meet local employment opportunities and ensure British Columbians have access to training and job opportunities in their home communities.</p>
<p>There are currently two B.C. Centres of Training Excellence that were set up under the BC Skills and Training plan. These involve multiple partners and focus on mining and oil and gas. The centres aim to provide a central point of contact within the post-secondary system to draw on expertise across the system to support training in the resource sectors.</p>
<p>"This funding will help ensure that regions throughout the province have skilled workers, both today and in the future," said Pat Bell, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour. "The Regional Skills Training Plans developed by the Regional Workforce Tables will help align existing training programs to local jobs in the regions and help people take advantage of the significant economic development opportunities that exist in B.C."</p>
<p>The B.C. government has been engaging with the public in a skills and training discussion. One of the key themes that emerged is the need to find labour market solutions through regional co-ordination between institutions and industry, and the need to increase awareness about jobs in trades and their benefits.</p>
<p>Under the BC Jobs Plan and BC Skills and Training Plan, government is actively working to ensure that British Columbians have the skills they need to be first in line for jobs in the province through an investment of $75 million for new capital and equipment to complement $500 million in annual investments in employment and skills training programs.</p>

        <![CDATA[<p>VANCOUVER - Seniors in Vancouver now have increased access to affordable housing with the opening of Linden Tree Place, providing 30 new affordable rental apartments for seniors and persons with disabilities.</p>
<p>"Access to affordable rental housing goes a long way toward building a healthy, vibrant community where people help and support one another," said Premier Christy Clark. "We made a commitment to building safe affordable housing for seniors and for people with disabilities in communities across B.C., and Linden Tree Place is a direct result."</p>
<p>The B.C. government invested approximately $3.7 million and land valued at $2.2 million. The City of Vancouver provided approximately $150,000 in waived development cost charges for Linden Tree Place.</p>
<p>"Creating more affordable housing for Vancouver seniors is a key priority for our city, especially for those who are homeless and persons with disabilities who are at risk of homelessness," said Mayor Gregor Robertson, City of Vancouver. "With 30 new affordable rental homes, Linden Tree Place is a strong addition to our community and improves the housing options for both seniors and persons with disabilities. Partnerships like this one are essential as we work to confront the challenge of housing affordability in Vancouver and focus on ending street homelessness by 2015." </p>
<p>The 30 apartment, four-storey wood-frame building includes 10 wheelchair-accessible apartments designed for people with physical disabilities. The Kits Neighbourhood House will manage and operate Linden Tree Place and the onsite seniors' resource centre. </p>
<p>Established in 1894, Kits Neighbourhood House is a non-profit registered charitable organization providing programs and services for people of all ages on the Westside of Vancouver from Granville Street to UBC, from Musqueam to Cornwall Street. The organization works towards improving the quality of both community and family life.</p>
<p>"Kitsilano Neighbourhood House's Linden Tree Place is fast becoming an integral part of our community by serving people in a direct and needed way," said Catherine Leach, executive director, Kits Neighbourhood House. </p>
<p>"Our association is delighted to see Linden Tree Place officially opened," said Dr. Chris McBride, executive director, Spinal Cord Injury BC. "We are proud of this project which has resulted in the creation of 10 new apartments that are specifically designed with accessibility in mind for those living with a spinal cord injury and/or other related physical disabilities." </p>
<p>Since 2001, the government of B.C. has invested $3.2 billion to provide affordable housing for low-income individuals, seniors and families.         <![CDATA[<p>VANCOUVER - Premier Christy Clark today announced a $5.1-million commitment toward the redevelopment of Kitsilano Neighbourhood House at 7th and Vine in Vancouver.</p>
<p>"Kits Neighbourhood house serves as a neighbourhood cornerstone," said Premier Clark. "The entire community benefits from their programs and services. I'm looking forward to coming back to break ground."</p>
<p>The Kits Neighbourhood House organization provides programs and services for people of all ages on the Westside of Vancouver from Granville Street to UBC, and from Musqueam to Cornwall Street. Programs and services are designed to reach all age groups in a diverse population that is inclusive and reflective of the many different life experiences of the neighbours in any one community.</p>
<p>"We are thankful for the provincial government's partnership for the development of 7th and Vine," said Catherine Leach, executive director, Kits Neighbourhood House. "With this assurance, the 7th and Vine initiative will allow us to continue to serve residents of this community, working toward improving the quality of life of those who live here." </p>
<p>The redevelopment project was launched in 2008 by the Kits House Community Board. The facility that existed at the time required major renovation. The Society has been working closely with BC Housing since that time to develop the plans for the new building. </p>
<p>Since 2001, the B.C. government has invested $3.2 billion to provide affordable housing for low-income individuals, seniors and families. This year, more than 97,000 B.C. households will benefit from provincial social housing programs and services.</p>
<p>In 2011-12, the B.C. Government invested approximately $142.6 million to provide subsidized housing and rent supplements for more than 25,800 households in Vancouver.</p>
<p>Today's announcement is part of B.C.'s Family Agenda. By growing our economy through the BC Jobs Plan, and by controlling spending to achieve a balanced budget, B.C. can continue to invest in core services that support families and strengthen communities.</p>
