        <![CDATA[<p>KAMLOOPS - A partnership between the government of B.C., River City Seniors Society and Mayfair Developments will create 20 new apartments for low-to-moderate income seniors in Kamloops. <br /><br />The new four-storey development, Mayfair at RiverBend Seniors Community, will be located at 755 Mayfair St. and is part of the larger RiverBend Seniors Community complex. In total, the new building will contain 101 units.</p><p>Project partners and funding include: </p><ul><li>The government of B.C. will provide approximately $2.1 million in financing for the affordable housing units. </li></ul><ul><li>The River City Seniors Society will contribute approximately $115,000 in equity and will own and operate the 20 units of affordable seniors housing at Mayfair.</li></ul><p>Mayfair residents will share access to a multi-purpose room, workshop, lounge and community garden and will share other amenities with the overall RiverBend Seniors Community including a dining room, library and games room, a fitness centre, a theatre room and a salon.</p><p>Construction has begun on the site and is expected to be complete by summer 2014.</p><p><b>Quotes:</b></p><p>Terry Lake, Minister of Environment and MLA for Kamloops-North Thompson - </p><p>"<i>This partnership will bring 20 new affordable apartments for seniors to our community.         <![CDATA[<p>PRINCE GEORGE - The B.C. government is providing $135,000 in additional support to the Community Development Institute. The funding will be used to expand their involvement with key stakeholders and continue their research on housing issues and opportunities in northern communities.  </p><p>In January 2012, the B.C. government provided a $50,000 grant to the Community Development Institute.         <![CDATA[<p>VICTORIA - Through a regulation, the Province is expanding the on bill financing pilots to Vancouver Island and Kelowna, beginning in January 2014. </p><p>This program helps families finance energy efficiency improvements to their homes through a loan from their utility company, BC Hydro or FortisBC. These pilots apply to single-family and row houses that are owned by the utility account holder.         <![CDATA[<p>VICTORIA - In partnership with BC Hydro and FortisBC, the Province of British Columbia is extending the popular LiveSmart BC: Efficiency Incentive Program, which gives homeowners up to $3,500 in rebates for energy saving improvements to their homes. </p><p>Since 2008, the LiveSmart BC Program has helped more than 100,000 homeowners in communities throughout B.C. improve the energy efficiency of their home in ways like increased insulation and/or draft proofing. </p><p>The program is extended for one year, until March 31, 2014 and BC Hydro and FortisBC will fund the rebates for their customers. The provincial government will continue to reduce the cost of the initial home energy assessment.  </p><p>Effective April 1, 2013, the home energy efficiency incentives include:</p><ul><li>Up to $1,200 for exterior wall insulation, </li></ul><ul><li>Up to $1,000 for basement insulation, </li></ul><ul><li>Up to $600 to install attic insulation, and</li></ul><ul><li>Up to $400 for air sealing (like weather stripping around doors) and draft proofing.</li></ul><p>To access the rebates, homeowners must hire a certified energy advisor to conduct an energy efficiency assessment before and after making any eligible improvements. The energy advisor provides a customized report showing the home's energy efficiency (EnerGuide) rating and upgrade options. This energy assessment must be completed by Dec. 31, 2013. </p><p>Homeowners can then choose what upgrades they make from the assessment. They have until March 31, 2014 to make any eligible improvements and complete the post-retrofit assessment. The energy advisor will handle all of the paperwork in applying for incentives after the energy assessment.</p><p><b>Quotes:</b></p><p>Minister of Energy Mines and Natural Gas, Rich Coleman:</p><p><i>"The most important investment for most British Columbians is their home.         <![CDATA[<br /><p>VANCOUVER - The official groundbreaking held at Little Mountain today marks the beginning of construction for the first new social housing building on the property. </p><p>The five-storey building will contain 53 one- and two-bedroom apartments and is expected to be complete in 2015. The four households remaining on site as well as former Little Mountain residents will have the first opportunity to move into the new homes.</p><p>The Little Mountain property in Vancouver, bounded by 33rd to 37th avenues between Main and Ontario streets, is being redeveloped into a mixed-use community. The original 224 social housing units will be replaced with 234 units of new social housing apartments. It is the first public housing site in Vancouver to be redeveloped under Housing Matters BC, the Province's Housing Strategy. This site was selected first because units were in need of major repairs.</li></ul><ul><li>Holborn Properties was selected in 2008 as the development partner for the site.</li></ul><ul><li>A city-led public consultation process began in 2009, leading to the approval of a Policy Statement from the City in June 2012, to guide the rezoning and redevelopment process.</li></ul><ul><li>The B.C. government is investing all of the net proceeds from the sale of the Little Mountain site into social housing throughout the province. </li></ul><ul><li>This includes the partnership with the City of Vancouver to develop more than 1,500 new housing units at 14 city-owned sites.</li></ul><ul><li>To date, seven of these developments are completed; the remaining seven are under construction or in development.         <![CDATA[<p>MISSION - Window renovations at Welton Towers are helping to improve building efficiency and increase the lifespan of an important source of affordable housing in the community. </p><p>Welton Towers, a 60 unit affordable housing development for seniors at 33214 2nd Ave., is owned and managed by Mission and District Senior Citizens Housing Society. Due to the age of the building, the window fasteners were heavily corroded and the windows were becoming a safety concern for residents. The replacement of windows has also benefitted the tenants through reduced heat loss in their homes and energy cost savings for the society.</p><p>The B.C. government contributed to the Welton Towers renovations, which included the full window replacement and recently helped the society secure a mortgage of $585,000 on the property.</p><p><b>Quotes:</b></p><p>Randy Hawes, MLA for Abbotsford-Mission -  </p><p><i>"Our government saw an opportunity to help improve current affordable housing developments in Mission through funding for much-needed renovations at Welton Towers.         <![CDATA[<p>VICTORIA - Four new, major international LNG project proposals have come forward following an Expression of Interest (EOI) by the provincial government on Crown land at Grassy Point near Prince Rupert. </p>
<p>Proponents who submitted an eligible EOI are: </p>
<ul>
<li>Nexen Inc., an international upstream oil and gas company that develops energy resources in the UK North Sea, offshore West Africa, the United States and Western Canada. Joining Nexen in its submission are CNOOC, China's largest producer of oil and gas; INPEX Corporation, a petroleum company based out of Japan; and JGC, a leading global engineering company. </li>
<li>Woodside Petroleum Ltd., Australia's largest independent oil and gas company who now operates six of the seven LNG processing trains in Australia. </li>
<li>SK E&amp;S, a multi-utility player in Northeast Asia's gas and electricity business, based in Korea.</li>
<li>Imperial Oil Resources Limited, one of Canada's largest corporations, and ExxonMobil Canada Ltd., the largest international oil and gas company in the world. </li></ul>
<p>The new proposals join a growing list of major international proponents which have expressed interest in investing in British Columbia including, but not limited to, Shell Canada and partners PetroChina, Korea Gas and Mitsubishi; Chevron Canada with partner Apache Corporation; the BG Group; Progress Energy with partners PETRONAS and JAPEX and the BC LNG export Cooperative with Haisla Nation. </p>
<p>The EOI process was initiated in late February, following conversations with First Nations. The EOI was officially closed on March 18, 2013. </p>
<p>As part of the EOI process, proponents were asked to identify their financial capacity to build an export facility, experience with LNG operations, and plans to source the natural gas required to support LNG development. </p>
<p>Proponents were also asked to include a project description, plans for First Nations and community engagement and consultation, and the potential to work in collaboration with other companies. </p>
<p>Proposals that met the EOI criteria are now undergoing further evaluation by the provincial government to determine exactly how many projects the Grassy Point site can accommodate. Once arrangements are in place, successful proponents will be in a position to move forward with final planning and investment decisions. </p>
<p>The EOI is the latest action by the government to ensure the LNG opportunity continues to move forward, as part of a comprehensive LNG Strategy for British Columbia. </p>
<p>The Province also made a 2013 throne speech commitment to establish a BC Prosperity Fund to ensure communities, First Nations and all British Columbians benefit from the development of a new LNG industry. Over time, billions-of-dollars in new revenue will be dedicated to this fund, with a key priority of eliminating the provincial debt. </p>

        <![CDATA[<p>VICTORIA - The government of B.C., in partnership with the Aboriginal Housing Management Association (AHMA), has transferred ownership and management of 428 properties in rural communities throughout the B.C. mainland to three non-profit Aboriginal housing providers.</p>
<p>Three Aboriginal housing providers were selected from a Request for Proposals that awarded:</p>
<ul>
<li>306 units in the northern regions of the province, the South Cariboo and the Sunshine Coast to M'akola Housing Society.</li>
<li>97 units in the Kootenays and the Okanagan to Kamloops Native Housing Society. </li>
<li>25 units in the Fraser Valley to the Mamele'awt Queensome Housing Society. </li></ul>
<p>This completes the transfer of the Rural Native Housing (RNH) properties in 112 rural communities throughout B.C., to Aboriginal non-profit housing providers. The first phase was completed in 2011 when ownership and management of 71 RNH properties on Vancouver Island was awarded to M'akola Housing Society. The total assessed value of the RNH properties is approximately $88 million.</p>
<p>Since 2004, more than 4,200 housing units have been transferred to AHMA. The transfers encompass Aboriginal Housing units, Rural Native Housing program properties, emergency shelters and the Aboriginal Homeless Outreach Program that operates in nine communities. </p>

Effective April 28, 2013, rural agency stores will enjoy a 12 per cent discount on liquor purchased from the Liquor Distribution Branch. JOHN - A new agreement signed between the Province, the Halfway River First Nation (HRFN) and the BC Oil and Gas Commission (Commission) will support economic development and provide greater land use certainty in northeast British Columbia.</p><p>The Oil and Gas Consultation Agreement defines the process and timelines for engagement activities between the HRFN - a member of the Treaty 8 First Nations - and the Commission for proposed oil and gas activities, as well as the Ministry of Energy, Mines and Natural Gas for pre-tenure related engagement.</p><p>The agreement benefits the region by establishing a collaborative approach to oil and gas development. Industry has the confidence to invest and conduct business in the area knowing a formal process is in place to assess proposed activities.  </p><p>During the life of the agreement, HRFN will receive funding to support the review of tenure and oil and gas activity referrals.         <![CDATA[<p>RICHMOND - Seniors in need of affordable housing will soon have access to 296 new rental apartments in Richmond's city centre with the official groundbreaking today for Kiwanis Towers.</p><p>This project was made possible through a partnership between government, the private sector and community organizations. </p><p>The new development, located at 6291 Minoru Blvd., will include two 15-storey highrise buildings for affordable rental housing for seniors with low-to-moderate incomes. Once complete, Richmond Kiwanis Senior Citizens Housing Society will own and manage the seniors' development. </p><p><b>Project partners and funding: </b></p><p></p><ul><li>The Government of Canada provided Proposal Development Funding of $100,000 through Canada Mortgage and Housing Corporation.</li><li>The B.C. government will provide approximately $19.7 million in construction financing.</li><li>The City of Richmond will contribute up to $20.8 million over five years from current and future allocations to the City's Affordable Housing Reserve to assist with construction. A further contribution of approximately $3.3 million will come from the City to cover development cost charges, service cost charges and municipal permit fees. In addition, the City will continue to assist in the development of a tenant management plan to address operations as well as tenant wellness and management programming.</li><li>Richmond Kiwanis Senior Citizens Housing Society provided approximately $21 million in proceeds from selling land to the developer for the adjoining market housing site.</li><li>Polygon Minoru Affordable Seniors Homes Ltd. is contracted to provide development and construction services.</li></ul><p></p><p>The site formerly contained a 122-unit seniors' housing complex owned and managed by Richmond Kiwanis Senior Citizens Housing Society since 1961. The society worked with those tenants to help them find appropriate housing. Tenants who relocated will have the right to move into the new development.</p><p>The new buildings will more than double the number of affordable units originally on the site as well as offer indoor and outdoor space for tenant programs. Construction is estimated to be complete spring 2015 for the first seniors' building and fall 2015 for the second. The buildings will include sustainable architectural design features and is located within close proximity to Minoru Park, transit, recreational facilities, services and shopping.</li><li>In 2011-12, the B.C. government invested over $9 million to provide subsidized housing and rent supplements for more than 3,400 Richmond households.</li><li>Since 2001, the B.C. government has invested $3.2 billion to provide affordable housing for low-income individuals, seniors and families. This year, more than 97,000 B.C. households will benefit from provincial social housing programs and services.</li><li>This project addresses major priorities of the City of Richmond's Affordable Housing Strategy.         <![CDATA[<p>VANCOUVER - Seniors in Vancouver now have increased access to affordable housing with the opening of Linden Tree Place, providing 30 new affordable rental apartments for seniors and persons with disabilities.</p>
<p>"Access to affordable rental housing goes a long way toward building a healthy, vibrant community where people help and support one another," said Premier Christy Clark. "We made a commitment to building safe affordable housing for seniors and for people with disabilities in communities across B.C., and Linden Tree Place is a direct result."</p>
<p>The B.C. government invested approximately $3.7 million and land valued at $2.2 million. The City of Vancouver provided approximately $150,000 in waived development cost charges for Linden Tree Place.</p>
<p>"Creating more affordable housing for Vancouver seniors is a key priority for our city, especially for those who are homeless and persons with disabilities who are at risk of homelessness," said Mayor Gregor Robertson, City of Vancouver. "With 30 new affordable rental homes, Linden Tree Place is a strong addition to our community and improves the housing options for both seniors and persons with disabilities. Partnerships like this one are essential as we work to confront the challenge of housing affordability in Vancouver and focus on ending street homelessness by 2015." </p>
<p>The 30 apartment, four-storey wood-frame building includes 10 wheelchair-accessible apartments designed for people with physical disabilities. The Kits Neighbourhood House will manage and operate Linden Tree Place and the onsite seniors' resource centre. </p>
<p>Established in 1894, Kits Neighbourhood House is a non-profit registered charitable organization providing programs and services for people of all ages on the Westside of Vancouver from Granville Street to UBC, from Musqueam to Cornwall Street. The organization works towards improving the quality of both community and family life.</p>
<p>"Kitsilano Neighbourhood House's Linden Tree Place is fast becoming an integral part of our community by serving people in a direct and needed way," said Catherine Leach, executive director, Kits Neighbourhood House. </p>
<p>"Our association is delighted to see Linden Tree Place officially opened," said Dr. Chris McBride, executive director, Spinal Cord Injury BC. "We are proud of this project which has resulted in the creation of 10 new apartments that are specifically designed with accessibility in mind for those living with a spinal cord injury and/or other related physical disabilities." </p>

        <![CDATA[<p>VANCOUVER - Premier Christy Clark today announced a $5.1-million commitment toward the redevelopment of Kitsilano Neighbourhood House at 7th and Vine in Vancouver.</p>
<p>"Kits Neighbourhood house serves as a neighbourhood cornerstone," said Premier Clark. "The entire community benefits from their programs and services. I'm looking forward to coming back to break ground."</p>
<p>The Kits Neighbourhood House organization provides programs and services for people of all ages on the Westside of Vancouver from Granville Street to UBC, and from Musqueam to Cornwall Street. Programs and services are designed to reach all age groups in a diverse population that is inclusive and reflective of the many different life experiences of the neighbours in any one community.</p>
<p>"We are thankful for the provincial government's partnership for the development of 7th and Vine," said Catherine Leach, executive director, Kits Neighbourhood House. "With this assurance, the 7th and Vine initiative will allow us to continue to serve residents of this community, working toward improving the quality of life of those who live here." </p>
<p>The redevelopment project was launched in 2008 by the Kits House Community Board. The facility that existed at the time required major renovation. The Society has been working closely with BC Housing since that time to develop the plans for the new building. </p>
<p>Since 2001, the B.C. government has invested $3.2 billion to provide affordable housing for low-income individuals, seniors and families. This year, more than 97,000 B.C. households will benefit from provincial social housing programs and services.</p>
<p>In 2011-12, the B.C. Government invested approximately $142.6 million to provide subsidized housing and rent supplements for more than 25,800 households in Vancouver.</p>
<p>Today's announcement is part of B.C.'s Family Agenda. By growing our economy through the BC Jobs Plan, and by controlling spending to achieve a balanced budget, B.C. can continue to invest in core services that support families and strengthen communities.</p>
