        <![CDATA[<p>VICTORIA - The Province is taking steps to establish a Provincial Athletic Commissioner, who would regulate and supervise professional contests such as boxing, kick-boxing and mixed martial arts.</p><p>Community, Sport and Cultural Development Minister Ida Chong introduced Bill 50 - Athletic Commissioner Act - in the legislature today.</p><p>The proposed act would establish a consistent framework to oversee the conduct of these professional events throughout the province. This legislation would not apply to amateur contests.</p><p>The commissioner's primary focus would be to ensure the safety of competitors and officials.</p><p>If local governments do not want such contests to take place in their communities, they would be able to prohibit these events by passing a bylaw.   </p><p><b>Quotes:</b></p><p>Ida Chong, Minister of Community, Sport and Cultural Development -</p><p>"The benefit of having a provincial athletic commissioner would be that every professional contest would be subject to the same rules and regulations, whether it was being held in Vancouver, Nanaimo or Vernon." </p><p>"Since sports such as kick-boxing and mixed martial arts are very popular and are taking place without a consistent regulatory framework, it makes sense to be proactive about creating this position to increase the safety of athletes and officials, as well as to provide certainty for communities and the industry."</p><p><b>Quick Facts:</b></p><ul><li>The role of the commissioner would be to oversee the conduct of professional contests such as boxing, kick-boxing and mixed martial arts throughout the province, with a key focus on the safety of competitors and officials.</li></ul><ul><li>The key duties of the commissioner would be to:</li></ul><blockquote><ul><li>Ensure a consistent standard of qualifications and safety protocols for all participants and officials through a uniform licensing and permitting framework.</li><li>Ensure compliance with the proposed act and its regulations, through the use of suspension or cancellation of licences and event permits, as well as administrative penalties.</li></ul></blockquote><ul><li>The Community Charter and the Vancouver Charter now provide for the establishment of local athletic commissions to authorize public events. Such athletic commissions may regulate professional boxing and similar activities, contests and exhibitions.</li></ul><ul><li>At least nine B.C. municipalities currently have athletic commissions. If the Province establishes an athletic commissioner, both the Community Charter and Vancouver Charter will be amended to remove the authority to create local commissions. </li></ul><p><b>Contact:</b></p><p>

        <![CDATA[<p>VICTORIA - British Columbians have reason to celebrate after today's announcement that the FIFA Women's World Cup Canada 2015 is coming to Vancouver, announced Ida Chong, Minister of Community, Sport and Cultural Development.</p><p>The Canadian Soccer Association, the sport's governing body in Canada, announced this morning that Vancouver, Edmonton, Montreal, Moncton, Ottawa and Winnipeg will all be host cities for the tournament, which is the largest women's sporting event in the world. </p><p>Matches will be held at BC Place stadium in 2015. Dates for the tournament have yet to be determined.</p><p>The FIFA Women's World Cup is expected to bring substantial economic benefits to the province, surpassing the impact of the FIFA Men's U-20 World Cup Canada 2007, which held matches in both Burnaby and Victoria. That tournament saw host cities realize economic benefits of $5 million to $10 million each.</p><p>In support of the 2015 Women's World Cup, the Province is committing $2 million. The federal government is contributing $12 million countrywide.</p><p><b>Quotes:</b></p><p>Minister of Community, Sport and Culture Ida Chong:</p><p>"This is really exciting news for Vancouver and the entire province, especially considering soccer is such a popular and inclusive sport in B.C."</p><p>"It will bring the best female athletes in soccer to Vancouver as well as many thousands of visitors to our province, continuing our Olympic and Paralympic legacy. Our government is proud to support the FIFA Women's World Cup."</p><p><b>Quick Facts:</b></p><ul><li>The Canadian Soccer Association won the right to host the FIFA Women's World Cup 2015 in March 2011.</li></ul><ul><li>The FIFA Women's World Cup 2015 is the largest single-sport women's championship and will host 24 teams from six federations.</li></ul><ul><li>The Province also supported the recent Women's Olympic Soccer Qualifier in January 2012 with $250,000 in funding.         <![CDATA[<p>VICTORIA - The Province is supporting Victoria's bid for the 2014 Juno Awards with a $50,000 grant, announced the Honourable Ida Chong, Minister of Community, Sport and Cultural Development.</p><p>The Province has provided the Capital Region Music Awards Society with the funding in support of its bid, which would see the event held at the Save-On Foods Memorial Centre. The deadline for bid submissions to the Canadian Academy of Recording Arts and Sciences (CARAS) was April 30. </p><p>The Province has also pledged to provide up to an additional $1.5 million toward the event, should Victoria's bid to host the Junos be successful. This pledge has been made with the understanding that local governments and other partners will provide at least $500,000 toward hosting the event and that the host society will complete its due diligence.</p><p>The Juno Awards were established in 1970. They recognize Canadian music artists and are operated by CARAS. The 2012 Juno Awards were held in Ottawa, while the 2013 awards will be held in Regina.</p><p>The last time the event was held in British Columbia was in 2009 in Vancouver. </p><p>As part of hosting the Juno Awards, cities typically host a "Juno Week" featuring events such as concerts, sports, and street performances.</p><p><b>Quotes:</b></p><p>Ida Chong, Minister of Community, Sport and Cultural Development -</p><p>"Victoria would be a wonderful host city for the Juno Awards with an excellent venue, a passionate audience, and the mildest spring weather in Canada.         <![CDATA[<p>VICTORIA - The Province is granting title of approximately 2.69 hectares of Crown land at Powers Creek to the District of West Kelowna, announced Community, Sport and Cultural Development Minister Ida Chong.</p><p>The land is located at the site of the Powers Creek Water Treatment Plant, which is currently operated by the District of West Kelowna under a licence of occupation. The plant is integral to ensuring the health, sustainability and long-term growth of the West Kelowna town centre and surrounding areas.         <![CDATA[<p>VICTORIA - Creative celebrations and community involvement highlighted Arts and Culture Week in communities throughout British Columbia this year.</p><p>The 13th annual Arts and Culture Week, April 22-28, featured a wide variety of events, performances and participatory activities reflecting the amazing diversity of British Columbia's artists, local arts groups and cultural organizations.</p><p>Initiated by the BC Arts Council in 1999, Arts and Culture Week has grown into a provincewide celebration in communities large and small, urban and rural throughout British Columbia. Local events in schools, community centres, art galleries, theatres and various venues provided inspiring and entertaining artistic and cultural experiences.</p><p>This year's activities included music, visual arts, writing, dance, film/video, drama, storytelling and interdisciplinary arts.         <![CDATA[<p>VICTORIA - Five British Columbians have been named to the Audit Council overseeing the Auditor General for Local Government (AGLG), ensuring the independence of the office, announced Ida Chong, minister of Community, Sport and Culture.</p><p>The installation of the Audit Council is a crucial step toward establishing the autonomy of the AGLG. The Audit Council's first task will be to make a recommendation to the minister as to who should be appointed Auditor General for Local Government.  </p><p>The Audit Council will also be responsible for monitoring the performance of the AGLG by reviewing and providing comments on performance audits, annual reports and service plans. It will also disseminate information about recommendations made by the AGLG. </p><p>The council is comprised of a broad mix of professionals from different parts of British Columbia with backgrounds in accounting, law, finance, business and local government. The five members appointed today are  Anthony Ariganello (chair), J. Richard Heney, Donalda MacDonald, Lisa Payne and Timothy J. Richard Heney</li></ul><p>Rick Heney is a partner and lawyer with Fulton and Company LLP. Active in the community, he is a director, former vice-president, former president, and former policy chair with the Kamloops Chamber of Commerce; a member, former director, former secretary, and former vice-president with the Canadian Homebuilders Association in Kamloops; and a member of the Southern Interior Construction Association. Previously, Heney was a member of the Downtown Rotary Club of Kamloops, legal chair with the 2006 BC Summer Games Committee, a director and president with the Kamloops Bar Association, and a director with the Kamloops Family Resource Society. He holds his bachelor of physical education from the University of British Columbia and his bachelor of laws from the University of Victoria.         <![CDATA[<p>VICTORIA - The Province is providing $2 million to help bring the largest women's sporting event in the world to British Columbia, announced Ida Chong, Minister of Community, Sport and Cultural Development.<br /></p><p>Vancouver is one of six candidate cities - Edmonton, Montreal, Moncton, Ottawa and Winnipeg are the others - vying to host soccer matches in the FIFA Women's World Cup Canada 2015. By providing this level of support, payable if the city is selected as a host, the B.C. government is ensuring Vancouver meets the requirements of a host city. The federal government will match all funding provided by the provinces.<br /><br />Hundreds of thousands of spectators are expected to attend the 2015 World Cup matches, and many would be visitors from outside of B.C.         <![CDATA[<p>PRINCE GEORGE - The Province has delivered its final payment of $10.12 million in direct funding for the 2015 Canada Winter Games, fulfilling its pledge to stand behind the host society, announced Ida Chong, Minister of Community, Sport and Cultural Development.</p><p>The Province provided start-up funding of $1 million for the Games effort in the fall of 2011. Today's final payment of $10.12 million to the host society completes the Province's total financial commitment to staging the Games at $11.12 million.</p><p>The 2015 Canada Winter Games will take place from Feb. 13 to March 1 and will feature our nation's next generation of elite athletes. Team BC will bring a dedicated collection of 350 athletes, coaches and mission staff to the Games and will strive to be the very best at this multi-sport competition. The Canada Games are an important avenue for our high-performance athletes, who may go on to represent Canada at the Olympic Games and other international competitions.</p><p>It is projected that the 2015 Canada Winter Games will inject an estimated $70 million to $90 million into the regional economy. Families in the region will benefit from other Games legacies such as improved infrastructure, a trained volunteer base, and sport-development programs and services.         <![CDATA[<p>VICTORIA - Communities across British Columbia will be sharing more than $65 million in funding with the latest instalments of the Strategic Community Investment Fund (SCIF) and Climate Action Revenue Incentive Program (CARIP), announced Ida Chong, Minister of Community, Sport and Cultural Development.</p><p>The Province is providing $30 million in Small Community and Regional District Grants and $30 million in net traffic fine revenues through the Strategic Community Investment Fund. </p><p>Communities that have signed the Climate Action Charter and report publicly on their progress toward meeting their climate action goals will receive a grant equivalent to 100 per cent of the carbon tax they pay directly, for a total of more than $5 million provincewide.</p><p><b>Quotes:</b></p><p>Ida Chong, Minister of Community, Sport and Cultural Development - </p><p>"One of our greatest priorities is to ensure local governments across B.C. have access to the resources they need to build healthy, family-friendly communities with good job opportunities and resilient economies."</p><p>"Through these programs, the Province is taking action to support important services that allow local governments to achieve the goals of safe and sustainable communities." </p><p>Heath Slee, president of the Union of B.C. Municipalities -</p><p>"These funds gather together a number of longstanding programs that support local government policing and service delivery.  Given the current economic environment, we are pleased to see the provincial government maintain their level of support for these transfers."</p><p><b>Quick Facts:</b></p><ul><li>Through SCIF, communities receive the same amount of money they would have received, but instead of being paid once per year, more of that money is provided sooner to increase financial certainty for the grant recipients. </li></ul><ul><li>Small Community and Regional District Grants assist local governments in providing basic services. Grant amounts are based on a formula that factors in base amount, population and assessment values.</li></ul><ul><li>The Traffic Fine Revenue Sharing program assists eligible municipalities that pay police enforcement costs directly.</li></ul><ul><li>The grants come from ticket fines and court-imposed fines on violation tickets, and the amount of money a municipality receives is based on its contribution to total municipal policing costs. </li></ul><ul><li>The Province delivers 100 per cent of net traffic fine revenues to communities -amounting to an additional $413 million since 2004.</li></ul><ul><li>The Strategic Community Investment Fund restructures the Traffic Fine Revenue Sharing program and Small Community and Regional District Grants. Established in 2009, a second round of the program was announced for the 2011-12 - 2013-14 fiscal years. This third round extends the program to the 2014-15 fiscal year.</li></ul><ul><li>The Climate Action Revenue Incentive Program is a conditional grant program that provides funding to Climate Action Charter signatories equivalent to 100 per cent of the carbon taxes they pay directly.         <![CDATA[<p>TERRACE - The City of Terrace is receiving $373,500 toward its Active Transportation Network Linkage Project, announced Ida Chong, Minister of Community, Sport and Cultural Development. </p><p>The funding will go toward creating better active transportation connections within Terrace and to adjacent communities. The project scope will include an extension of the grand trunk pathway, and the addition of cycling lanes and pedestrian sidewalk amenities. </p><p>Serving a population of 20,000, the project will help improve physical health of residents by increasing opportunities to be physically active. </p><p>Under the $30-million Community Recreation Program, the Province is funding up to 80 per cent of eligible costs for 98 projects that enhance recreation infrastructure provincewide. Projects include trails, bike paths, walkways, playgrounds and other indoor or outdoor recreation centres. </p><p>The total value of approved projects is more than $70 million, which will create an estimated 458 direct jobs and 251 indirect jobs.</p><p><b>Quote: </b></p><p>Ida Chong, Minister of Community, Sport and Cultural Development - </p><p>"Terrace is a compact city, which is ideal for active transportation networks that encourage residents and visitors to get out of their cars and walk or bike. This will mean even more residents of all ages will be able to use the site for activities such as cross-country skiing, snowshoeing and sledding. These pursuits are wonderful ways for families to have fun, improve their health and make a connection with their neighbours.</p><p>Under the $30-million Community Recreation Program, the Province is funding up to 80 per cent of eligible costs for 98 projects that will enhance recreation infrastructure provincewide.
